
Sul Ross State University appointed Dr. John M. Decman as a professor and Director of the Doctor of Education (Ed.D.) in Educational Leadership, the university’s first-ever doctoral program.
This historic milestone marks Sul Ross State’s expansion into doctoral education, furthering its mission to serve the Big Bend and Middle Rio Grande regions through advanced, accessible and community-focused academic programs. The doctoral program is expected to welcome its first cohort next fall.
Dr. Decman joins Sul Ross following more than two decades of distinguished service as a professor of educational leadership at the University of Houston–Clear Lake, where he also directed the Principal Preparation Program for more than 10 years. His leadership guided the program through major state accreditation transitions and set a high bar for excellence in administrator preparation.
An accomplished scholar, Decman has authored or co-authored more than 100 publications and presentations, contributing significantly to the fields of educational leadership and organizational resiliency. His research often bridges theory and practice, addressing contemporary issues such as school leadership development and effective community engagement. He is also the co-editor of Demystifying Dissertations – Providing Clarity in the Chaos – A Comprehensive Guide for Doctoral Faculty and Students, forthcoming from Kendall Hunt in 2026.
Decman currently serves as Executive Director of the Texas Council of Professors of Educational Administration (TCPEA), where he has championed professional collaboration and growth among education leaders statewide. Under his leadership, the organization expanded its membership, introduced new professional development initiatives and fostered regional networks of support for administrators and scholars. His contributions have been recognized with multiple honors, including the 2019 TCPEA Educator of the Year Award and the 2024 James A. Vornberg Living Legend Award.
“Dr. Decman brings a remarkable blend of scholarship, leadership and vision to Sul Ross State University,” said Dr. Kevin Badgett, Dean of the College of Education. “His experience in developing and guiding graduate programs will ensure the success of our new Ed.D. and position Sul Ross as a regional hub for educational innovation and leadership.”
Decman earned his Doctor of Education in Administration and Supervision from Ball State University, a Master of Science in Education from Indiana University, and a Bachelor of Arts in English Teaching from Purdue University. Before his career in higher education, he served as a high school principal, assistant principal, teacher and coach.
