What is Dual Credit?
Dual credit is a process by which an eligible high school student enrolls in a college course and receives simultaneous academic credit for the course from both the college and the high school. While dual credit courses are often taught on the secondary school campus to high school students only, a high school student can also take a course on the college campus and receive both high school and college credit. These courses are stepping stones from high school to college, serving as a path to academic degree programs.
Steps to apply for the Dual Credit Program:
- Contact your high school counselor regarding dual credit at your campus.
- Apply to Sul Ross State University as an early admit for your first semester.
- Take the TSI Placement Exams for writing and essay, reading, and math.
- All dual credit students are required to be TSI ready in at least reading and writing to begin taking college courses in the program. TSI readiness in all areas is required for math and science courses. If you need take the TSI Assessment, contact Testing Services to make an appointment.
To qualify a student must:
- Be a high school student
- Meet high school or school district requirements for taking a dual credit class
- Meet any required course prerequisites
- Obtain permission from school and parent to take the course(s)
- Must demonstrate college readiness by passing relevant sections of the TSI college readiness assessment test (TSIA), if not otherwise exempt:

Dual Credit Agreements
Pursuant to House Bill 1638, Sul Ross State University is required to make available to the public on its website all memoranda of understanding leading to dual credit with Texas school districts. To implement the associated rules, the Texas Higher Education Coordinating Board and the Texas Education Agency developed statewide goals for dual credit programs in Texas. All dual credit programs are required to establish a memorandum of understanding (MOU) between the institution of higher education and the school district that details the terms of the partnership. HB 1638 requires that on or after September 1, 2018, any new, revised, or renewed dual credit MOU or articulation agreement must include the following:
- A description of how the goals of the dual credit program align with the statewide goals;
- A course equivalency crosswalk or other method of equating high school courses with college courses that identifies the number of credits that may be earned for each course completed through the dual credit program;
- A description of the academic supports and guidance that will be provided to students participating in the dual credit program;
- A description of the school district’s and the institution of higher education’s respective roles and responsibilities in providing for and ensuring the quality and instructional rigor of the dual credit program; and
- A description of the sources of funding for dual credit courses offered under the program including, at a minimum, the sources of funding for tuition, transportation, and any required fees or textbooks for students participating in the dual credit program.
Memorandum of Understanding (MOUs):
The College Connect Courses program is a new, optional dual credit or dual enrollment program. Effective fall 2023, the College Connect Courses program encourages and authorizes public institutions of higher education to deliver innovatively designed dual credit courses that integrate both college-level content in the core curriculum of the institution alongside college-readiness content and skills instruction.
